D.Devaraj Urs Research Institute
D.Devaraj Urs Research Institute was estqablished in 1993 (G.O.No.SWD/28/BCA/90/Dt:31.08.1992) for the welfare of Backward Classes. The main objectives of the Institute has been : Plan Monitoring of schemes, to organize Seminars, Symposium, Workshops to conduct survey and Evaluation and to make comparative study of reports of Backward Classes Commissions. The Institute has been included in the state sector, drawing funds from Head of Account 2225-03-277-2-10. The staff except Group ‘D’ is drawn from various departments on deputation.
There is an Advisory Committee
which meets once in three months and the members are eminent persons in different
fields having concern for the Backward Classes.
PROGRAMMES CONDUCTED BY THE INSTITUTE IN THE LAST YEAR (2002-03)
1.Seminars were conducted in various universities of the state on the occasion of 87 Birthday celebrations of Sri.D.Devaraj Urs. in which especially Post-Graduate students coming under reservation category participated. The essays presented in the seminars was collected and published in the book entitled “Samaja Kalyanada Darshanika - Drashtrara : D.Devaraj Urs”. Similarly seminars are being conducted in the Universities of the state on the occasion of 88th Birth day celebrations of Sri. D.Devaraj Urs.
2. A state level seminar regarding “Education and Employment of Backward Classes and Minorities people following traditional occupations” was conducted in February 2003 in Banglore in which representatives from various Backward Classes and Minorities Associations throughout the state participated and discussed about the problems of the people following traditional occupations.
3). A National level seminar regarding “Diversity and Affirmative action in the era of Privatization” was conducted successfully in April 2003 with the co-ordination of National Law School of India University, Nagarbhavi, Bangalore in which eminent persons all over the country participated and expressed their views and opinions.
4). Survey and Evaluation is being conducted in Pre-matric and Post-matric Boys and Girls Hostels belonging to Backward Classes and Minorities Department in randomly selected districts viz., Belgaum, Gulburga.
5). In order to extend research activities of the Institute, a proposal has been submitted to the Government to make Devaraj Urs. Research Institute, an autonomous body.
6). A study of “Gouli” community is taken up by the
Institute in co-ordination with the sociology Department, Karnataka University
Dharwar for which the proposal has been approved by the Government. This study
includes the study of social, educational and economic conditions of ‘Gouli’
community which is one of the most backward community.
PROGRAMMES TO BE TAKEN UP BY THE INSTITUTE IN THE NEXT YEAR (2003-04)
1). As announced by Hon’ble Chief Minister in his Budget Speech of 2003-04, a scheme is prepared for giving fellowship to research students belonging to backward classes of six Universities of the state. An amount of Rs. 90.00 lakhs (Rs.15.00 lakhs to each of the six Universities) will be allotted for this scheme. This Institute has selected the Universities as given below. The backward classes students doing research in Arts, Social Science, Medicine, Commerce, Engineering and Agricultural Science will be selected for the fellowships. The proposal has been sent to the Government.

2). Agricultural University, Hebbal, Bangalore
3). Vishweshwarayya Technical University(VTU), Belahum.
4). Mangalore University, Managlore
5). Kuvempu Univesrity, Shimoga.
6).Karnataka University, Dharwad.
2).As per the advice of Backward Classes welfare Committee, a proposal has been sent to the Government by this Institute for the establishment of “Devaraj Urs Chair” in all the Universities of the state.
3). For more effective and independent functioning, the devaraj Urs Research Institutes has to be accorded an autonomous status.
